Since the upgrade 1809 I still receive notifications waiting bottom right, when I click on the app to open notifications there is no notification text, the area is blank. Nothing has changed in settings, notifications are still enabled.
Just my suggestions :
1. Do a system file check to look for corrupt files. It will try to do repair if any found.
Open Command Prompt (Admin) or Powershell (Admin) > sfc /scannow > Enter
2. Do a Repair Install.

@TairkuOkami Thanks for the forum link, I searched the forum prior to posting, couldn't find the link.
It solved my recent problem, somehow Background Apps was toggled "OFF" Just another bug on MS winshield.
