Action Center stopped working after 1809

    Same issue with me: clean install of 1809 on three different systems and all exhibit the same thing - notification count shows, but the action centre pane displays nothing.

    I also do not want background apps enabled.

    This is a bug and should be addressed as such.

    Any news on this?

    I really don't allowing any background apps but it seems I must if I want notifications.

    I understand that it's a recognised issue, but as to when it's going to be fixed? Your guess is as good as mine.

    I was hoping it would be included in the last update, but no such luck.

    Thanks for the info, I had this problem and was able to fix it by enabling backgrounds apps.

    I'm really getting sick of this, I've been a Microsoft defender for 20+ years but I think that they are losing their way with Windows 10. Every time I see the dreaded words 'Feature update' I know something is going to break in a stupid and very annoying way. It seems to be indicative of a company who really doesn't know how everything in the OS actually fits together anymore, and we are in a perpetual state of beta testing (by the end users). Bring back Dave Cutler and give him a gun.

    This solved the issue for me. I had to restart first tho, so if you do it and see no effect, don't forget to restart once.

    I wouldn't say its solved or fixed.

    But at least 1809 brought back .mkv thumbs :)

    I did some testing and it does appear this is related "Let apps run in the background". The Windows Shell Experience Host process needs to be restarted which controls the start menu, taskbar and system tray. This process is a UWP application so it falls under the "Apps" that are controllable from the privacy settings. It appears at least part of the process is able to run with the background apps disabled since it's required for the start menu etc to function.

    The toast notifications do pop up since that is a foreground process but the background portion isn't allow to stay running hence no notifications when you click the notification icon.

    A reboot isn't required when changing the "Let apps run in the background" necessarily. You can open a cmd prompt and type taskkill /f /im explorer.exe and start explorer that should also restart the WSEH process
