Basically I had tried it earlier today without rebooting, you would assume the setting gets applied as soon you close the panel but that's not the case for this one.

I will mark the issue as resolved but this isn't nice, Microsoft need to fix this.
I noticed that with the apps allowed to run in the background Cortana and the Windows Shell Experience stay in memory.
With the background apps deactivated they took less than 1 MB of ram each, which was the improvement I liked the most out this entire update since I use Open Start which Cortana search and the modern start menu altogether.

Instead I'm now super annoyed I can't run my PCs the way I want. Unless of course, anyone knows of a way to stop mcupdate_GenuineIntel.dll from being loaded.
I have a PC dedicated to rendering only, basically I connect it to the internet only for driver updates.
I run it will all the mitigation disabled, to circumvent mcupdate_GenuineIntel.dll I just renamed it to "mcupdate_GenuineIntel.dll.disabled" and it looks like it gets disabled correctly according to the get-speculationcontrolsettings powershell module.

If you run a sfc/ scannow, the file gets marked as corrupted and you need to rename it again.
It's also protected so you need to get ownership of the file in order to rename it.

Brilliant! I don’t often have the need to run SFC often, if at all. Thank you!

Just to report that my action center works again after turning on background apps and performing a restart.

Thanks for reporting it. I have changed my tweaks to enable it accordingly. :)

Thanks for tenforums and especially this thread today. My Action Center stopped showing notifications after the 1809 update and with the info in this thread I was able to fix it relatively painlessly.

Thanks Again!

"Maybe it has to do with allowing applications in the background (Settings-Privacy), I read that that was the cause of the problem in some cases."

thank you. you saved me from a time consuming format to setup from scratch everything the way i want.

I had the exact same problem with notifications after 1809. But I have no intention of letting all this stuff run in the background all the time taking up memory and cpu usage for no reason, absolutely no reason action center should need that in order to function at all. They need to fix it.

And frankly they need to sort their testing because it is clearly failing after seeing how many people have this and the file deletion problem. One of these days their updates will result in them being sued for billions.

I agree and have reported it as an issue. This is my FB hub entry. Please upvote it. https://aka.ms/AA2s6bg

I turned the background (Settings-Privacy) off and on and reboot my laptop, then the notification will work...only for a while
After I used the laptop for a while, it stopped to work again.
Very annoying.

Yep, the same as moonfaceddr.

For me, the problem seems to be related to sleep mode / hibernate. After a full restart, notifications work correctly. But after hibernate / sleep wakeup they work for a few times and then stop in a strange way - the notification counter goes up but there is no sound and when I open the action center, it says there are no new notifications.

If I forcibly restart Windows Explorer process from Task Manager, then the stuck notification counter gets cleaned up, but still the broken behavior remains.
