Unable to install speech when installing a new language

I like to install English (US) as a second language in win10, to get the English text-to-speech capabilities to have epub-files read out loud and such.

I did this two weeks ago and it worked fine, but I have reformatted since, and now when I try the language pack it fails to install the speech and handwriting options.

If I navigate to Settings->Region and Language and click options on the English (US) language pack I can press "Speech" and it starts to download but fails after a couple of seconds with no error message.

Any ideas? Does anyone have the same problem when installing a second language?

Figured it out, I noticed the event log had an error with Spellchecker, event ID 33, "Failed to add hardcoded change pair "http -> http" to engine: Not implemented. The spell checker will still be available."

So I disabled spellchecking in the settings and then the language pack was installed properly.

Excellent diagnosis- that's an obscure one.
