how can i see the content of help?
Help for what? The old compiled html help files (.chm) are history, and most help now comes from the Web. Please be more specific, so we can offer some potential sources and source files.

Windows help is now, as stated above, a searchable website.

Ed - all micro soft help. I've attached a screenshot of my outlook help and as you can there are no contents. Herm
I don't know how your preceding link resolves, but an online search for "MS Office help" goes to Microsoft Office help and training - Office Support.
If you get in the habit of searching for MS help topics online, you won't be disappointed.

Office 2007 Help still works and is still full of info but you have set your Office to use the online version of Office help and it is that that has been removed. In the bottom-right of your Office help dialog, click on Connected to Office online and choose the local option instead.
Then you can use Office help as you always have done -

The OP uses Office 2007 and the local help files must now be used as the primary reference.
Whilst many Office support online help pages relate to Office 2007 it is only because they also relate to versions such as Office 2013 which are still within an extended support period.
[The OP's diagram is what Outlook 2007 Help looks like if the Show help from Office online option is selected.]
