    Interesting.

I looked at my event log and my time is sync'ed four seconds before my network logs a successful link.

Have you ever tried a clean boot to see if some other software is causing some sort of interference. Clean boot, not clean install.

Problem still exists. All changes had no effect.
Thanks for all help. I am writing off the issue as I have no more time for exploring options.

Maybe the loading of 1809 will straighten out.

    This may be a longshot....

    Try enabling NetBIOS over TCP/IP:

Drill down to advanced tcp/ip settings either through Network & Internet in settings or Control Panel\All Control Panel Items\Network and Sharing Center.
    • With N&I go to either wi-fi or ethernet to change adapter settings (depends on your main internet connection); Wi-fi you have to scroll down to see it at related settings, ethernet you see it right away.
    • With CP change adapter takes you to the same window where you'll see ethernet with wi-fi beside it.
    • Right click on either then properties, next window select IPV4, click on properties.
    • At the bottom right of next window click on advanced button.
    • Next window select WINS tab and you'll see my attachment.
    • OK your way out.
    • Test settings.

Not sure if both ethernet and wi-fi need to be set with netbios over tcp but mine are, they came that way from the OEM.

Problem went away! Two days without an error. Everything I did is documented above, but I have no idea what actually worked.

    Thanks all.

You're welcome, sometimes it works that way.
