Hard to see scroll bars, how to increase without high contrast theme?

I find the grey on grey scroll bars in win10 kind of hard to see, especially in a browser with a page that has a lot of scrolling. Is there any way I can fix this? The only options Ive found is using high contrast theme in win10 (which is very ugly and not really usable).

Ive seen post on MS websites about this and their tech just laugh it off and tell people to leave them alone (aka submit feedback if you are able to within the OS).

Is there anyway to apply high contrast only to the scroll bar or any fix for this? Back in the day there was an addon for firefox that allowed me to use custom scrollbar colors, but those addons are no longer possible (and only made firefox look better)

That is grey on grey. The background on this forum post is white (#FFFFFF), the background of that scroll bar is a weird grey (#F0F0F0) and the scroll bar itself is a slighter darker shade of grey (#CDCDCD).

These colors have a contrast ratio of a pathetically low 1.39:1. These literally fail every single WCAG 2.0 text contrast standard, yet this is accepted in one of the biggest OS in the world?

On my newer TN panel its not that bad, but on my older IPS monitor its very hard to even see that scroll bar. This is made worse (even on my TN panel) when that scroll bar is tiny because of a big page, makes it very hard to see. What is so horrible about making that scroll bar easy to see?

Which is ridiculous that I need to move my mouse over to see the scroll bar. That also only increase the ratio to 2.14:1 (for comparison black text on white background is 21:1 and this text is the 'darker' color we are 'privileged' to get when we mouse our mouse over the scrollbar).

I will never understand why microsoft seemingly likes to make things difficult on its own users and remove basic customizability.

I found a 'workaround 'today that can trick firefox allowing me to customize the scrollbar in firefox, so at least that is fixed (which is 99% of my issue, 1% being in windows explorer).

As for windows. I also found that I can pay $10 for a certain software (not sure if its allowed to be mentioned on this forum, so I wont say the name) which allows me to create my own theme to fix the accessibility contract issues in windows 10. I downloaded the demo version.
