Can't Turm off Fast Boot and/or Hibernation(?)

Running up to date Windows 10 Home. I have tried the registry settings, what the power button does via Control Panel and turned Fast Boot off in my bios but still win10 boots within seconds (running SSD). I would like to have the whole os to shut down when I power down. Any advice appreciated as this is very frustrating.

Dalchina - I have gone though all your links and worked through them. No difference, win10 still starts to boot in about 1 second from the boot screen option*. I did find one change from my system to that shown in the tutorial - in Power Options/System Settings I have less options, as show in the attached.

Spunk - I have updated my profile, apologies. *I dual boot with a linux system and up to now all has been fine - I have a boot option screen, called grub, where I choose what OS I want to boot to after the bios screens. (Historically I installed win10 first and then linux and it has all worked fine - both os boot quickly running on the SSD). Yesteday I had to reinstall my linux system and this where I have run into trouble. One of the issues with dual booting is one has to turn off win10 fast boot/hibernation otherwise the dual boot has problems - which it appears I now have. At the moment if I choose linux at the boot option/grub screen it takes about 62 sec for linux to boot to it's Desktop. If I choose Win 10 at the boot screen, in less than 1sec I see the normal black screen with the blue (win10) logo as win10 starts the boot process - I am at the Desktop in about 12 secs.
This why I suspect that the reason linux is taking so long to boot is that win10 is fast booting - it is certainly amazingly fast!

1) Please run the BETA log collector and post a zip into this thread.
There are two log collectors: DM and BETA.
It was created for computers with bsod problems but it may collect useful folders and files for the troubleshooting.

5) chkdsk /scan
6) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

TairikuOkami - no change, still starting boot process in less than 1 sec and getting to Desktop in about 12s.

I do not know if this is connected (I do not think so). I've been having trouble for sometime with my system clock being 1 hour behind (I am GMT). I have been trying to correct this for a long long time but dispite everything I have seen to correct this problem I am still 1 hour behind.
