Dell UEFI cause shut down to fail in windows

    Hi All,
On certain Dell machines (different models), I have seen that Windows 10 (1803) fails to perform a full shut down after the BIOS has been changed to UEFI Boot. I know for certain that this is a fact after the following tests on an E4310:

    1. There were no such problems with 1703 version of Windows (or earlier - including W8 and W7).
    2. The problem didn't occur in 1803 either, as long as the boot mode was set to legacy.
    3. As soon as the boot mode is set to UEFI, any Windows 10 (1803) mode fails to shut down the computer. This includes the following modes:
    a) Safe Mode
    b) USB or CD/DVD installation media
    c) Recovery mode

At first, I thought it might have something to do with the GPT disk format, but even booting without a disk, just using a USB setup/installation memory stick causes the same problem as long as the stick has the 1803 version and UEFI boot is selected. Booting into BIOS mode alone doesn't help. The BIOS has to be set to legacy boot. Then everything works ok.
I have searched the internet for weeks and moths without finding any help with this. So now I'm trying this forum.

Boot into Setup (Bios) and go to the Security tab and disable Fast Startup or Secure Boot. Save and Exit.
In Windows go to Press the Win Key+S. In the Search box type Power Options press Enter. Click the Choose What the power buttons do, link on the left ;panel. Click the Change Settings that are currently unavailable link. Uncheck Turn On Fast Startup (Recomended), Save Changes. Restart the computer.

What do you mean by "fails to shut down?" Does it hang at a black screen or does it give an error message? What other models have you seen this on?

Hi @spunk, I've tried all that, but to no avail.
@PolarNettles, by "fails to shut down" i mean this: There are no error messages. Everything seems normal but the final bit of the turn off process fails. The screen remains black, but the fan stays on and the power on button led remains on. I have to hold down the power button for a while to shut down completely. There are no problems with restart, sleep or hibernate. Right now, we have 3 different Dell machines with this problem. All our other Dell machines (other models) are just fine. We have been talking to Dell, but they just point at MS.
Turning faststart on or off makes no difference, whether in Windows or in UEFI.

Which specific models show this issue?

My guess is that 1803 brought in some new UEFI requirements that older UEFI implementations, such as in the E4130, are now incompatible with.

Do you see this issue with a Linux USB drive?

Here's one from 2015 for a few different laptops with this problem. Consensus seemed to be....
...my problem was the Intel Rapid Technology stuff...

Unfortunately that's not a solution for all...
Your system needs Windows 10 drivers. Unfortunately, Dell does not have Windows 10 drivers for the E6510.

...which is also the case for @VikingOy's E4310 - no drivers available beyond Windows 7.

Looks like using legacy bios is the only known solution.

I think @Bree is right. The only solution seems to be using legacy BIOS MBR boot.
This is not a driver issue since it happens also if windows 1803 is launched without any drivers except the basic minimum needed to interact with the screen, keyboard and disk - which I assume is the case when booted from a USB memory stick with just the installer. In advanced Setting Recovery mode (before installing anything), there is a shut down button. This too fails when the firmware is set to UEFI boot.
What's annoying, is that everything worked just perfectly up and until 1803, including 1709. So obviously, Microsoft did changed something fundamental in 1803. God knows what!

I think what the Dell Moderator was saying is that your hardware requires a specific Dell driver in order to respond correctly when told to shut down - and there isn't one for W10.

That may well be, but I find it difficult to understand that this requirement suddenly popped up from nowhere with 1803 ?
Everything else around has no problems to shut down the same PC - including 1709. I tried now with a few Linux flavors and an old Win XP as well as MS-DOS and none has any problems shutting down the computer.
I know that Windows 10 is not officially supported on this HW, and of course no one has any interest in it, but we paid genuine dollars for our copy of windows, and we believe it is environmentally friendly to keep old i3, i5 and i7 computers from 2009 - 2015 alive as long as possible (?)
What I was hoping for, is to come across some smart dude who had successfully figured out how to solve the issue. We had another issue with several other (also old) Dell laptops which refused to wake up from sleep in 1803 (not before). After searching through hundreds of forum posts everywhere, one of us suddenly stumbled across a post that had the right solution. That made our day!
