All of a sudden I started to have issues with my scroll bar

    All of a sudden I started to have issues with my scroll bar


    Just recently all of a sudden my Windows 10 Is experiencing problems when I try to scroll any window that has a scrollbar. When I scroll down it continually scrolls back up on its own, this happens whether I'm using my mouse wheel or if I actually physically grabbed the bar and move it down.

    I remember this happening once before and it had something do with the Windows update if I remember correctly so I will include a screenshot of my version of Windows.

    Also, I just realized that when I open my Outlook 2010 I cannot click on the title bar to make it active nor does it any of the buttons to minimize close work It's as if The screen is frozen. So whatever is causing my scrolling issues is also causing an issue with my Outlook 2010, at this point because it just started I'm sure there are other things that are happening that I just haven't noticed yet.

    Already eliminated all the hardware so once again it's an issue with Windows.

    Please confirm you've actually tried it with a different mouse, otherwise how you determined that. Thanks.

    Can you correlate
    Just recently all of a sudden
    with
    - any changes you have made?
    - any Windows updates (including driver updates - see bottom of list) - see Update History and date in Settings

    Basics then: do you have any restore points you can use, or a recent disk image you can restore?

    (Note: restoring System Restore points may well not complete, and we strongly recommend the routine use of disk imaging).

    Otherwise:
    - Try a clean boot. (To try to eliminate effects of other programs)
    - What happens in Safe Mode? (Not sure if you'll have the driver available)

    I think I found what the issue was, my Logitech mouse was causing The issues. The scrolling bar issue happened once before after Windows update so I thought it was something similar, I use another mouse but I had the same issue. I had a brand-new mouse from Logitech Which I opened and plugged it in and now not having the issues.

    The reason I didn't think it was my mouse at first was that it just wasn't scrolling whenever I press any kind of drop-down it wouldn't work, things are freezing and I could minimize them, So after I realized I had issues there as well I started to focus more my mouse so I tried another one which as I said above is brand-new in our not having any problems whatsoever. It was my Mouse

    Good work... seems there are 1 or 2 unreliable posh wireless mice...

    Yes, you are correct, My original mouse obviously when bad, then the one I tried another one that I had and it must've been bad as well I'm not sure why I was hanging onto it. So at the end, I've eliminated too bad mouses and now have a brand-new new one installedAnd everything is working fine.
