How can I put a picture on my desktop - not as background

I have a picture I want to see on my desktop.

I can only get it on the desktop as a shortcut to the file (jpg) containing the picture (and tiny icon) or as an ico file being a tiny icon too small to see properly.

Note - I use small icons as I have a huge number on the desktop - in any case I want to size the picture myself.

I do not want to change my background. I just want to add the picture itself as a picture on top of my background.

I found "desktop icon settings" but it gives no option to add anything.

It is also not possible to size the ico on the desktop even though it is too small to see properly - you can't size just one and not every other icon.

I have googled extensively and this issue isn't even described anywhere as something anyone wants to know how to do, but to me it's a very simple ask.

Anyone got any ideas how to see my picture against/on top of my current background on the desktop?

The only way to "see" a picture is to open it in a program/app. You can't just see it on the Desktop.

For instance, you could could open IrfanView and load the picture there, then size the window to what ever size you wanted, like this (plane in window at right of screen):

That means the program (IrfanView in this case) would have to start at boot and load the picture you wanted and you would need a way to position it where you wanted it.

There are probably programs that will do this for you.

Another way would be to open any/all your desktop images in Paint or other graphics editor. Open the desired picture, Select a portion or all of it, Copy then Paste that selection where desired then save the result.

    ADDED: An example:

See this post on a Windows 7 thread: You can do that using the "Slide Show Gadget"

Allows you to have multiple pictures in a folder or one picture in a folder. Displays two sizes, small and large.

You can download and install 8GadgetPack, it runs great on Windows 10, I use it for the Weather app and just tried the Slide Show App.

I used NoteZilla, paste a photo, voila, you can resize, show on top, or not, hide scroll up, and a lot of other things.

Or go back in time and use Active Desktop.

Actually, there may be some modern equivalent of active desktop out there. I found references to a couple of apps that sounded interesting, but neither app had its own web page, so I'll have to be very cautious and try them in a VM. If I do, I'll report back.

Have you tried---Photos,then select the photo you wish to use, then select ''' [far right] > set as > set as app tile.
This also allows resizing and other edits.

Overlap Wallpaper is a free portable app designed to do exactly that.

I've also written a small portable app that can display one or more static pictures, or one or more slideshows, over the desktop with no title bars (i.e. each picture or slideshow is a borderless image at a size of your choosing). I'll post a link to it very soon.

    Use Windows Explorer
    {Window Key} + E
    Select the Folder
    Tab [View]
    [Options]
    [Open Folder Search Options]
    [View]
Uncheck [Always Show Icons, never Thumbnails]
    [Apply]
    [OK]

That's still limits the picture on the desktop to the size of your desktop icons. The OP wanted a picture on the desktop larger than icon size.

The portable app, I mentioned in my previous post, is called DesktopPic and provides that feature in two ways (picture displayed by app or picture stamped to wallpaper).
