I know this is an old thread but I have been struggling with this since I upgraded a few days ago and I think I've found a solution;
1. Right click my computer and go to properties (or control panel > system and security > system)
2. On the left, go into system protection.
3. If protection on the C: drive is on go into properties and disable it.
I am now able to alter files in the C: drive.
