make File Explorer and "Save As" always open to Quick Access

In File Explorer the navigation pane shows One Drive, Dropbox, This PC, E: flash drive, and F: flash drive; all with the same named files and folders I frequently use and backup. Since this is very confusing, in order to be sure I make make no mistakes when opening or saving them, I always
go to Quick Access at the top of the navigation pane first, then select the location where I want to open or save. Under File Explorer Options, General Tab, I set File Explorer to always open to Quick Access. This helped, but often when opening or saving, File Explorer or the "Save As" window still opens elsewhere much farther down in the navigation pane. Is there a way to set File explorer to always open to Quick Access at the top of the navigation pane, whether opening or saving?

    Thanks

To get an application's SaveAs dialog to open at your chosen location is a function of that application not of Windows.

In general, most applications will open the SaveAs dialog at the last location used. So set it to Quick access once and you should be alright. But if you open an existing file, that might override your setting by opening at the location of the opened file.

Some applications such as MS Office have a default save location in their options so set that to what you want [if they will take Quick access as a location, that is]. I settled on my Desktop because all my applications can cope with that.
