Cannot boot in recovery mode. F8 not working, continues to normal mode

On an Aseus laptop found in the dumpster on campus that was left behind from one of the students and matenience threw it out, I cannot do a factory wipe on it to remove this person's data so I can create my own login.

I was told I am supposed to do this through recovery mode but it WILL NOT boot into recovery mode despite repeatedly tapping f8. It just boots into normal mode where I cannot get into without the password.

I Googled several things on trying to get this to go into recovery mode, all with junk results or telling me to do things in command prompt or msconfigwhich again I cannot do.

I then added "boots into normal mode" to my search and then all I got was spammy results.

How can I get this to boot into recovery mode if f8 is not working and I do not know the password? Windows 8 makes it so easy, why must Windows 10 be so difficult to accomplish the same thing??

To set the computer back to Factory Settings, press F9 How to Restore an ASUS Laptop to the Factory Settings | Chron.com
If the Recovery Partition is not available, then download the Windows 10 ISO image and burn it to a USB Flash Drive with Media Creation tool. Put the flash drive in and start the computer and press F2 to enter Setup (Bios) Go to the Security tab Disable Secure Boot or Fast Boot.. Go to the Boot Tab, under Windows Manager, your USB Flash Drive should show, move this to First Boot Device, Save and Exit. On Restart it should boot to the Windows Installer.

I would get into BIOS/UEFI setup or boot override menu, boot the computer from a Windows 10 installation USB flash drive and just do a clean install.

It eventually started up into recovery mode on its own. After it said it was resetting the PC, now it has been stuck at "Installing Windows 10%" and it remained there pretty much since I created this topic. It is NOT moving past 10% whatsoever!

I Googled "Installing Windows stuck 10%" and got a TON of hits. Sadly, no answers!

    Now what?

I would also check drive integrity (scan for bad sectors).

A clean install should fix most things but not all.
Some computers have pirated operating systems.
For these after clean install an end user would need to purchase an operating system.

Consider that it may have been left behind for a reason.
