I've tried both of those procedures. Neither one works. I still have the same image on the screenshot I sent to you. I used to drag an icon to that location - but that doesn't work now.

Your pinned apps on the taskbar may be corrupted. You could see if resetting the taskbar using the method below may help, but you will have to manually pin all your apps back afterwards.

Brink, when I follow this procedure, what will I lose on my Taskbar? If anything. I'd want the icons and locations to remain the same as they are now.
You'll lose all pinned apps on the taskbar when you reset it.
They can be manually pinned back though. Just be to to know what you have pinned before resetting to make it easier to pin them back afterwards.

you may try one of these two ways:
1. Open the program by double clicking an icon on your Desktop. Once the program is running move the cursor to the Taskbar where your program's icon is underlined, right click it and choose "Pin this program to taskbar"
2. Right-click an empty space on your Desktop. Choose New / Shortcut. Locate the program you want to be pinned to the taskbar AND before pressing Next write the word "explorer" (without commas) at the beginning of the line and leave ONE space after it (I can send a screenshot if needed). Now press Next, choose a name for your Desktop icon and press Finish. Now you may drag the newly created shortcut to the Taskbar.
