I did not have to try it, because it was disabled when the issue first occurred, It was always turned off on all my installations because I don't need it and don't use it... But somehow after BIOS chip replacement the only way to shutdown my PC properly was to activate it...

Fast Start Enabled(tick) - Normal Shutdown.
Fast Start Disabled(untick) - All fans are working after halt.

Like I said. It's opposite of what internet solutions for this issue are telling.

EDIT: When I was referring to Fast Boot(in previous posts) I actually mean Fast Startup option in Windows. Sorry... I was quite sure that the option name is Fast Boot not Startup. My bad. Anyhow... It must be enabled to turn off properly for some bizarre reason.

Fast Startup enabled(win) + Fast Boot enabled(bios) - PC shutdown fine.
Fast Startup enabled(win) + Fast Boot disabled(bios) - PC shutdown fine.
Fast Startup disabled(win) + Fast Boot enabled(bios) - fans working after PC shutdown.
Fast Startup disabled(win) + Fast Boot disabled(bios) - fans working after PC shutdown.

The problem is that I don't want this Fast Startup to be on. And it was disabled for years till recently.

At this point you could try a repair install and hope that resets something.

Actually I did reinstall it with no luck... I don't think that repair will do much more.

But who knows... Will try to do it when I have some more time.
