Windows 10 Home does not shutdown PC(PSU still working)

Helo everyone!

Don't really now where to ask this question. I have a strange issue... I have some old PC desktop where I have Win10Home and ArchLinux installed. Yesterday I replaced BIOS chip due to some issues with the old one on my mobo. And since then every time I turn off my PC(Windows), system shutdown itself but... my PSU is still working, as well all the fans inside. The only way to kill it completely is to flip the switch on PSU or hold down the power button. No idea what the hell is going on but... Arch Linux do not suffer from this. I can shut it down normal from Linux. Today I also discovered that when the Fast Boot option is ON. Windows halts just fine... Does anyone have any idea what is the issue here? Probably would just leave Fast Boot on but, NTFS-3g have issues on mounting semi-hibernated Win NTFS partitions.

- Restarted Bios
- Removed battery from MOBO
- Reinstalled Windows10

Nothing has helped. I'm a bit lost.

Anyway my other PC also with Arch and Win10 do no't suffer from this. But it's a modern UEFI machine.

Did you load the BIOS defaults after reinserting the BIOS battery?

Yeah, loaded default, removed the CMOS battery for 5 minutes.

Still the same.

I was thinking maybe this is some hardware issue but... with this damn fast boot enabled everything is working normal.

You have a weird problem. Try killing fast boot altogether by disabling hibernation using powerfg -h off. See Enable or Disable Hibernate in Windows 10

Also fiddle with the fast boot options in the BIOS.

Unfortunately nothing. I'm turning off hibernation with powerfg -h off at all my Win10 because I don't really use it. It's enabled by default in new Windows10 installation + fast boot. This is how I found "solution" for shutdown issue in first place. My new reinstalled Win was working fine, until I turned off hibernation like I always do.

Also Enable/Disable fast boot in BIOS unfortunately solves nothing.

Any new ideas? :)

PS. I tried to boot win in Safe Mode to find faulty system service, disabled all non MS related. Nothing. :|

Fast shutdown puts the PC in a kind of hibernation state and differs from a full shutdown.

Have you any connected external devices e.g. external drives which may stopping the PC powering off? Also turn off any wake options in the BIOS e.g. Wake on LAN.

Turned off everything power related in BIOS(at least things I could) - nothing.

I have only USB keyboard and mouse + Steam Controller dongle connected all the time. Removed everything except keyboard - nothing.

The power efficiency raport was pretty common for me. Comodo was reported as an abnormal power user. I tried to remove it but still same output in the end. Also tried to fiddle with USB power saving, unfortunately with no in the end.

If anyone still have some input in this matter, feel free to write! If not I would like to thank you for your efforts @Steve C.

@spunk this advice is for me? This was the first thing I have found over the internet but for me is exactly opposite. Read my previous posts. I have to keep Fast Startup ON, only then my PC will shut down properly. The moment I turn it off shutdown is "broken" The issue here is that i don't want to use it, and I was never using it in the past(my hibernation file was always disabled), the reasons are in my previous posts.
