On computers the F key varies to boot to the external USB hard drive.

List of PC brands with their corresponding hot-keys

For the HP notebook that I am using now the F9 key is used for the boot menu.
Typically the F10 key boots to the BIOS.
The F2 typically boots to the HP UEFI diagnostics.

Power on the computer and repetitively click the applicable F key to boot to the bios boot menu and select the external USB hard drive.

As zbook suggested, try F9 repeatedly on boot up to bring up the choice of bootable items and select USB in there.

Just tried again and it opens to wallpaper even though I press F9 as soon as I see a glimmer of light, very frustrating

Try pressing the ESCAPE key repeatedly as soon as you switch on the PC.

    According to this support page:
    Access Denied

The Startup Menu provides access to UEFI applications and to the BIOS. The applications include different options for notebook and desktop computers and tablets. Use the steps in the following sections to run these applications from the Startup Menu or from the hard drive.

Opening the Startup Menu during system startup on computers
Follow these steps to open the Startup menu when the computer is powered off.

    ** Turn on the computer.
** Immediately press the Escape key repeatedly, about once every second, until the Startup Menu opens.

Hopefully that should get into some kind of setup where you can select the USB as the first bootable option.

So if I get as far as your attachment, do I press continue, as no sign of USB in that shot?
