Where did this thing in Settings app come from?

Today I noticed that there was a new video on the right side of the screen in Windows Update, above "What's New". This wasn't there yesterday. I haven't gotten any updates since last month, so why did this pop up all of a sudden?

I know that there are other similar videos in Settings, such as in Notifications & Actions under System, but I still dunno why this one just appeared out of nowhere. I have pretty much everything in ContentDeliveryManager disabled as well.

So apparently these videos and everything else on the right side of the Settings window are downloaded automatically unless you disable them via group policy. I learned something new today. Enable or Disable Online Tips and Help for Settings App in Windows 10

You right; apparently that's a new feature. I opened my Windows Update and just saw that for the first time as well.

It can also be totally wrong. I mean, how can I have Timeline on a 1709 build- I've never upgraded to 1803?

    MS says:
Your device recently got the latest Windows 10 update with new features and
important security updates. Find out what's new and get suggestions for using
    Windows in Tips.

I'm also on 1709 and that showed up.
Hope it's not some secretive push to 1803 ?

I'm on 1803 (Home), and I can see it too.
