Hi, Bree has replicated the situation on one of his test machines.
Apparently in relocating the pictures folder as you did, you would have been presented with this warning:
Interestingly it says you shouldn't be able to recreate the Pictures folder- which you seem to have done.
It's an irretrievable situation, as you have no disk images to fall back on.
The only option would be to create a new user profile.
That was the solution in this similar thread too, I'm afraid...

My test machine is back to normal now, but only because I had a Macrium system image to restore. You should look into making regular system images, they can be invaluable in situations like yours.

It's only a display name so just rename C:\Users\Pictures to reece bloggs or whatever then manually set its folder icon back to a normal one.

Might be able to change the icon (?) but C:\Users\Reece .. must exist in a manner the system recognises as demonstrated above. So I suspect it's a bit more complicated than that. Worth trying if not attempted as a cosmetic exercise.
The OP has said that C:\Users\reece takes him to the same location as C:\Users\Pictures so the problem is merely a display name one.

The problem is that certain folders have special system functions and are treated by the system in unique ways tailored to their function. Pictures is one such folder, Downloads and Desktop are other examples. Your user folder is another, its function is your Profile. By moving Pictures to your user folder (rather than to the Pictures folder it contains) you have merged the functions of both into one folder. This is very difficult, if not impossible to disentangle.
The wrong icon and the display name not matching the folder name shown in a command prompt are the visible evidence of this confusion of functions, but there will deeper effects. Where, for example, do you think a WinKey+PrtSc screenshot will be saved now? The Pictures folder? Or the reece folder?
The OP has a Pictures folder at C:\Users\reece\Pictures [= C:\Users\Pictures\Pictures] and has not reported any problems with it.
I expect Screenshots to be saved in C:\Users\reece\Pictures\Screenshots [= C:\Users\Pictures\Pictures\Screenshots]. The first use of Screenshots will create this folder.
[However, it might be that Screenshots will be created at D:\Pictures\Screenshots but I find that unlikely]
"The Pictures folder? Or the reece folder?" - If you mean the folder called Pictures at C:\Users\Pictures, they are both the same place. C:\Users\Pictures is not the OP's Pictures folder.

Windows uses some 'display names' in addition to the names you'd expect by looking at the folder paths. File explorer also responds correctly to 'display names' as paths. [[This used to be more obvious in previous Windows versions. You might recall that C:\Users\YourUserName\Documents, C:\Users\YourUserName\MyDocuments & C:\Users\YourUserName\My Documents all used to lead to the same location in Windows 7.]]
Windows 'display names' can get confused when user folders get collocated as yours were at one stage. I also experience this; I use the same location for Desktop Downloads & Screenshots and often find that my Desktop folder appears as Downloads.
If, as I think you have already reported, C:\Users\reece and C:\Users\Pictures take you to the same place then I believe all you have is a remnant 'display name' problem which can be fixed by simple renaming.
You might wish to confirm the situation first by checking that C:\Users\reece\Pictures [= C:\Users\Pictures\Pictures] is operating correctly as your pictures folder. You could do this by
- checking that the Properties of C:\Users\reece\Pictures [= C:\Users\Pictures\Pictures] has a Location tab confirming that it is a designated special user folder, and
- pressing WinKey+PrntSrcn to demonstrate the creation of the folder C:\Users\reece\Pictures\Screenshots [= C:\Users\Pictures\Pictures\Screenshots] & that the screenshot is saved within it.
- [added a few minutes later after Bree's post] In File explorer's address bar, enter C:\Users\reece\Pictures; in the address bar of another File explorer window, enter C:\Users\Pictures\Pictures. Confirm that both continue to show the same contents after the creation off the Screenshots folder. Then do the same for C:\Users\reece and C:\Users\Pictures to confirm that they also continue to show the same contents.

I sincerely hope you are right and I am wrong. Below is a recreation on my test machine of the situation as I understand it. The same folder viewed by click on 'Reece' or 'Pictures' in the navigation pane has mostly the same contents, but I've highlighted the significant differences. 'Reece' has a Pictures folder while 'Pictures' doesn't - instead it shows 'Camera Roll' and the other folders you'd expect in a normal Pictures folder. These are in fact the same folder, as demonstrated by the file I created in Reece appearing in 'Pictures'.
