Windows 10: Created the Rescue Media, How Do I Check it?

I give up on chrome, it's all screwed up on this computer, wont do what it did on other one.

I clk chrome icon on taskbar, up comes google window, with a tab that says "new tab". I then click other shortcuts on taskbar, and they cover over previous windows, and have an "extra" tab.
But when I do same thing with the chrome icon, but click on the pages I made in the bookmarks bar, the one "new tab" on that chrome/google icon changes to whatever bookmark I click on. And this W10 sometimes comes up just as 'itself', no 3 dots to click on at the top right.

Incredible what is happening, so much trouble compared to having just been using chrome on previous computer, just dont get it.
