Windows 10 Mouse hover effect glitch (With picture)

I am experiencing this strange glitch with my work station that is really driving me nuts. Basically after the PC has been running for a while (anywhere from 1 hour - 5 hours after boot), my mouse will start to glitch during hover events. This happens most commonly while using Photoshop, Android Studio, and Firefox, but will happen during other program use as well.

What happens is the hover effects such as tooltips, menus, and hover events on the start bar, will begin to flash making them impossible to read. During programming on android studio this can be very annoying as you can't click the tooltips to import items or see what the error it is giving on the tooltip. You CAN however restart the PC and this issue will no longer happen for a bit again. This is very annoying to have to restart the system and I feel like theres most likely something I can do to fix it. Here is some images to explain better

Since the gif doesn't truly capture just how fast this is flashing, here is a link to an MP4 of the same clip:

I am using the following specs:

    Code:
        Windows 10 Pro
        Intel i5 4460 @ 3.2GHz
        16 GB Ram
        64 Bit Processor
I have tried changing the Cursor Blink Rate on regedit and this did not change anything. Google has not been my friend trying to find things either since its hard to categorize it specifically to whats happening since it's so broad. Any help is appreciated.

Are you using a wired or wireless mouse? Any third party mouse software installed? Have you tried uninstalling the mouse device and driver in Device Management and let Windows reinstall the default? Also the display adapter can cause this problem. You can uninstall the Display adapter and driver from Device Management and let Windows reinstall the default upon reboot.

try this - from old forum post on technet...

I edited the registry with "regedit" and changed the following key:

    HKEY_CURRENT_USER\Control Panel\Desktop\UserPreferencesMask which is a "REG_BINARY" to the New value of "98 32 03 80 12 00 00 00"
The old value I had which had was "99 32 03 80 12 00 00 00" caused the windows or menu selections on the taskbar to disappear too quickly for me to move the mouse over them to make a selection. All I changed was that 99 to 98

Edit: please disregard that registry editing thing. This is probably hardware (USB) or driver error.
Check all your USB devices, disconnect and reconnect them one by one...

Its a windows official mouse, wired connection. Tried using a different mouse, same issues. Tried using teamviewer connection (to rule out hardware issue) and same issue. Deleted and reinstalled drivers from windows. No change.

    EDIT:

HKEY_CURRENT_USER\Control Panel\Desktop\UserPreferencesMask which is a "REG_BINARY" is currently set to the following value

    9E 1E 07 80 12 00 00 00

Must be a new app or program that no one has ever heard of.

Video of using TeamViewer to replicate the glitch, thus eliminating the mouse driver in question.

Using Teamviewer is not how to find out and diagnose a hardware/driver issue. Try a different mouse uninstall the device and driver for the mouse, display and GPU in Device Manager, reboot Windows and let it install the default drivers with the new mouse attached.
