I have already done this. Used a mouse from a known working pc. deleted and reinstalled drivers. reboot clears the issue for a couple hours and then it starts again at random, like i stated in my first post. Not sure why its happening

Did you receive any updates recently? Restores to a previous point and also in the list appears the programs that were affected.

No new updates recently, has done this since Windows 10 Pro installation.

I have deleted the drivers and reinstalled directly from microsoft website, as well as deleted and used the device default driver like I have already said 3 times. You keep saying delete the drivers and I've already told you I have done that multiple times. It's not a driver issue, or else it's the most consistent driver issue across 5 different mouse hardware and 3 vendor drivers, including but not limited too display, mouse, usb, and accessory drivers.

As I have also said, restarting the PC DOES fix the issue, for a short period of time. I am using Open Hardware Monitoring and have noticed no spikes in resources or any indicator from before or after the issue starts that there is anything different happening with the CPU, onboard graphics, or ram. No major fluctuations in the output on any device is being seen in the logs, and while the hover effect does appear to be trying to work, it flashes as if the mouse is disappearing and re-hovering the selected item multiple times.

It's not program specific, it happens on both the start menu bar and in applications. it happens after or during use of Adobe Photoshop, Android Studio, Paint, Notepad++, Firefox, Eclipse, or any program really, in varying amounts of time. There doesn't seem to be a clear case for the exact cause. Have tried multiple virus scans, from norton to malwarebytes, root kit scans etc. Device is on a secure network and has ISP grade firewall and monitoring network that shows no suspicious activity.
