Because you can run programs and scripts on your path at the current directory in file explorer by typing their name into the address pane; but if there's a typo, then bing automatically pops up.

Well, since there's no real way to solve the issue at hand here, yes, I have to resort to methods like the one that you've shown above. The main advantage to using the address pane was that I could simply press Alt + D, type the name of my program/script, press enter and have it run.
The context menu entry for CMD or PowerShell definitely does work, and that's what I've been using as a replacement, but it's still disappointing that I cannot disable the web search in the File Explorer Address pane. Oh well.
