Settings menu Navigation Pane only showing in Tablet Mode

I have acquired a BenQ Joybook R42E laptop. Single Core processor. 2GB RAM. I installed Windows 10 Pro 32bit 1803 all latest updates. The Display adapter is a standard VGA and it is using the Microsoft Basic Display Adapter driver. Looking at the Hardware ID it is a Standard VGA adapter by Via. I have tried changing the Resolution and Scaling, the MS Driver allows up to 1600 x 1200 but that hides the taskbar and it does not change the view of the Navigation pane. Default resolution is 1024 X 768, Scalling 100%
In Normal laptop mode, The left Navigation Pane, or whatever it's called, in the Settings menu does not show except when Tablet Mode is enabled (see attached). Top picture is in Tablet Mode.
I am running Classic Shell but I have toggled back and forth to the Default Windows start menu and it still does not show the Navigation pane except in Tablet Mode.
I have tried changing Themes and High Contrast etc. It is currently set to Default Theme normal contrast.
I have also tried using an external monitor, but pressing the FN+F3 buttons (F3 has the external monitor Icon) it does not recognize the monitor, I tried FN+F6 as well, in fact all Function keys with and without FN, no external monitor.
The BenQ website only has Manuals for downloads for this model, no drivers. I don't want to use any 3rd Party Driver programs to update the Display Adapter. Anyone have any other ideas?

never mind, I was dragging the right side and that didn't do anything but then I dragged the Left side and it showed the full menu.
