..I tried the system restore to an earlier date it won't restore keeps displaying 000000x error and blames antivirus is active.
System Restore is broken on 1803 but it should be fixed if you pay a little monthly fee. And of course it's a lie but also the future...

Do not use System Restore. At this time is useless.

    Good luck!!!

When there are crashes they can be BSOD related and non-BSOD related.
It can be easy to miss crashes when away from the computer if automatically restart is checked.

For startup and recovery system failure:
    a) uncheck automatically restart
    b) reboot after the changes

With this unchecked you should see a BSOD window with bugcheck and : (
Sometimes it may display a misbehaving driver in the form *.sys
If you witness a BSOD you may see a % counter.
Make sure that you allow the % counter to rise to 100% before rebooting so that there is sufficient time formation of the dump file.

    For virtual memory:
    a) check the box to Automatically manage paging file size for all drives
    b) move the dot from custom size to system managed size
    c) reboot after the changes

    For Ccleaner uncheck:
    a) Memory Dumps
    b) Windows log files

With the above settings if there is a BSOD related crash the settings after the above changes should be optimized to see the crashes and to make sure that dump files are not removed.

For software that fail to open start with uninstall and reinstall.
If there are problems after uninstall and reinstall then evaluate when in clean boot:

I did as you said unchecked automatically restart

check the box to Automatically manage paging file size for all drives SEE BELOW

after restart log on screen won't show my login credentials picture and password input box only showed plain windows logon screen picture. I waited for a while and then restarted this time I'm able to log in like usual.

I searched for 'win32k.sys-20180809-0355.dmp' in my PC nothing showed up?

I don't use CC cleaner nor any other tools since my computer was performing slow I just installed and cleaned withTuneup AVG and cleaned with disk cleaner and removed 7 GB previous OS update files and unchecked troubleshoot windows file 358 or maybe 500 MB file, however, it seems to be deleted by Tune-up? Hey win1803,
I haven't used AVG stuff in a long time, but IIRC AVG TuneUp had an undo/restore feature ?

Note: Back when I did use AVG TuneUp ... it messed things up a couple times and I had to reinstall OS

I will mention a few ideas. If some have already been mentioned, then I apologize for re-posting them, you can just ignore the suggestions that have already been suggested.

    1) Rename com.pdf to something else such as: asdf.pdf
AND place that file in a different location other than the Desktop. For example, put the file at: C:\asdf.pdf and try to open the file there.
    2) Use Adobe Acrobat's Clean-Up Utility: Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs
Then reinstall Adobe Acrobat Reader from Adobe's site.
