Desktop PC - Black Screen White mouse cursor

Hello from a new guy on your forums who lacks advice and help.
Probably you have heard it before here, as it's a common problem.
Let me introduce you to my issue.
I'm an IT within a shipping company, and i face the mentioned issue with an onboard computer.
Starting with, the computer with the issue is an HP ProDesk 400 G3 with Windows 10 Pro.
Additionally i have to mention that i cannot connect remotely, neither have physical access to computer, computer is offline though no Updates are installed.
Below i'll mention all the steps that have been followed.
    - Windows key + P , for the Project menu. All options tried, with no result.
    - Tried to enter Safe Mode with same outcome. On Login screen only white mouse cursor appearing.
    - Tried Automatic repair with unsuccessful outcome.
    - Tried to System Restore. No restore points available.
    - Blind login first by pressing Space, CTRL and entering password. Unsuccessful result, white cursor showing.
    - Run Command prompt, the sfc scan command. Awaiting results from vessel.

I really need your experience and help on this.
Your prompt replies are highly appreciated.

    Try This:

    1. First, while the computer is off, connect an external monitor.2. Next turn on the computer and allow it to fully load.3. Once loaded, press the "Windows Key" + "P" to open the "Easy Display Switcher".4. In here select "Computer only".5. Now shut down the computer and disconnect the external monitor.5. Disconnect the external monitor6. And finally restart the computer.

Hey @vgkfan83, thanks for taking the time to respond.
Please note that the PC is a desktop, and not a laptop, and a monitor is already connected.

What is the status of the files on the computer?
Had the files been backed up to another drive or to the cloud?
Had a backup image been made?
If you needed to perform a clean install would you be able to?

    1) On the HP website there were 57 models entering: HP ProDesk 400 G3
Support Search Results | HP® Customer Support

    2) Open the HP website> support and drivers > enter the computer's product or serial number > select the operating system > view drivers > post a URL or hyperlink into this thread

    3) Power on the computer and repetitively click the F2 key > view the HP UEFI hardware diagnostics > if they are the default then the only tests are HD and memory > if the HP UEFI diagnostics were downloaded then they should have extensive testing, loop until failure testing, and component testing.

    4) If the HP UEFI diagnostics have the extensive testing or loop until failure then run these tests and report the results into the thread.
    5) If the HP UEFI diagnostics only have the default tests you can download the HP hardware diagnostics onto a flash drive and then run the tests from the flash drive.

HP PC Hardware Diagnostics | HP® Official Site

    6) find a flash drive that you can format ( > or = 8 GB)
    7) Create a bootable windows 10 iso:
    Download Windows 10

    8) Update the specs in the "My Computer" section:

System Specs - Fill in at Ten Forums | Windows 10 Tutorials
In the left corner below in your post you find 'My System Specs'.
After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.
System Info - See Your System Specs - Windows 7 Help Forums

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)
