...Pressed the bios setup box. Get settings menu of stuff at left. Secure boot listed, fast is not. Cant get anything to move with cursor, tab, or arrows...
FastBoot is listed under 'POST Behavior' but you have to click on the [+] to the left of it to expand the menu. Without the keyboard or the mouse responding you won't be able to get to that menu.

If you are trying to use an external usb mouse or keyboard, turn off the PC and remove them. Having any external device plugged in may be interfering with the laptop's own keyboard and cursor. Try getting into the BIOS again and see if the internal trackpad and the PC's own keyboard will work when you have no other usb devices connected.

Had to admit defeat. Cant evenget the cursor to stay in place, or it freezes, or it disappears when I try to place it somewhere to do something. Then if I can click on something, it justflashes for a moment and is gone or something else weird. So besides all this being to much for me to understand, if I did get what to do, the computer/cursor wont even let me try to click on something to try to do it. Cant try something if its frozen or flashing or jumping around preventing an attempt, catch-22.

So, thanks to all for trying to help, but it wont even let me, so Im toast.

Just ordered anew one, went for a cheapo, one I wanted with a lighted keyboard. Turns out to be another Dell.....not sure if thats agood or bad omen, but only $380, Im just basic user, dont need fancy. Now I dreadsetting up a new one when it comes, lost all my favorites, all that kind of stuff.

So thanks again, I'll be back after I start fooling with the new one.
Out of curiosity, when will the new one be delivered ?

What are the specs, maybe a link to the exact one ?

Maybe someone can see if there is a similarity in what you are buying and maybe spot something
to prevent this problem from occurring again.

neither arrows, tab, or cursor lets me choose which box to press enter for. The box that says "shutdown" appears to be highlighted more than "advanced options"............???

Will everyone please stop....Just stop! This thread has become too painful even to lurk.

If you haven't noticed it, it has been painfully obvious for the last 4pages that @ImLost and no offense meant to ImLost that s/he has a very difficult time understanding computers, how they work, and what needs to be done to troubleshoot them when they don't. As long as they run efficiently and suits ImLost's needs it is his/her best friend.

I've been racking my brains and searches to try and find a reason for these floating circles or finally, ghost circles on the screen and has erratic mouse pointer behavior. Until...@COMPUTIAC;'s Try this.........
Do a search for: ghost circles on the screen and has erratic mouse pointer behavior (google search) And you will find a plethora of problems with various brands of computers, the commonality here is that they are all Laptops. There are other commonalities that I'll go into after COMPUTAC's quote, but this is a graphics for the mouse and graphics for the touchscreen problem.

I stopped replying at post #9 and began to lurk and by that post I already suggested disabling the trackpad and touchscreen if ImLost's computer had one which I suspect it does. I also suggested for ImLost to get a family member or friend to help.

ImLost, I implore you, please, try what COMPUTAC has posted. The quote he found calls your circles, bubbles, no matter they are one and the same, some computers display a rippling effect when the screen is touched.

    • All you have to do when you see the circles is close the lid on your laptop.

    • Wait for 1 to about 5 seconds then open the lid slowly, open it from the front / middle and not the sides, and try not to flex or twist the lid while you are opening it. Use your thumb to pull up and away from the base of the laptop.

    • If you still see the circles do the same thing, close the lid wait for 1 to 5 seconds then open it.

    • Keep doing this until the circles disappear and your mouse stops acting crazy.

    COMPUTAC, Thank you for this!
I have read all 5pages of this microsoft answers thread and my response is in dark blue some of the users histories include:

1.) Opening and closing the lid - Seems to help the most but needs to be redone every time the machine is re-started.

2.) ENSEME IT: I discovered the problem was caused by a faulty HDMI cable. Removing the monitor end of the cable made it briefly worse. Removing the HDMI plug from the laptop solved everything. Yeah!!! - Suggesting a Hardware Problem?

3.) This thread is from Oct. 2015 but one respondent from May 2016: PhilippaJane: I have had the same issue on my hp laptop running on Windows 10. This first started a few weeks ago, occurring only every few days to then becoming so bad my pc was not usable. For the last two years windows has been making improvements to the graphics quality of Win10 and I submit that the April 2018 Spring Creators Update that this windows blog describes for touch-keyboard enhancements has finally overcome ImLost's and other's computers.

4.) Not in COMPUTAC's quote but related. January 18, 2018—KB4075199 Addresses issue where some customers on a small subset of older AMD processors get into an unbootable state. Did Dell use an older AMD GPU for the Inspiron 5559? Is ImLost's computer up-to-date? I know win10's updates are automatic and compulsory but would ImLost be up to the challenge to find the update history to make sure he has KB4075199?

Had the same problem on my HP laptop running windows 10 and this worked for me...it's worth trying,...Go to settings...devices,...click on mouse and touchpad,....additional mouse options,...In the box that comes up click on pointer options,...you'll see enhance pointer precision,....if it's checked uncheck it ....click on apply...then ok,...I hope this helps

    6.) SharonGeldart
I don't know if this will help anyone but I don't want to disable my touch screen. I bought my laptop with a touch screen for that purpose - to use it! However, one thing I have noticed through all this is that somehow it is related to moving & pressing on the glass of my screen. As long as my touchscreen remains in one spot I rarely have difficulty with it. However, the minute I put my hands on the sides to move my screen, those little bubbles start dancing up and down the left side of my screen and starts opening all these web pages. It stops eventually but I do believe it has something to do with the movement of the screen. Will just continue to live with the problem I guess and hopefully microsoft will come up with a solution.

7.) Also from SharonGeldart and in COMPUTAC's quote:
When I originally posted this problem I have done a couple of things that have worked for me. Very simple things that perhaps you all may want to try. Each time these bubbles started on my screen I would simply close my laptop cover for a second and re-open. Sometimes the bubbles would stop immediately and sometimes they would not so I would re-close again. Never did I have to do this more that twice. After doing this each time and being persistent about it eventually the bubbles stopped coming and I haven't had a problem ( knock on wood) for months now!!

8.) And even from KayBee922: I just cleaned my screen really good while it was off and the bubbles and pointer are now gone and haven't come back. - This suggests that there is a problem with the resistive or capacitive resistance of the touchscreen either the resistance is fluctuating more than Win10 can keep up with or microsoft never calibrated for it in the first place.

ImLost, I know this is a long post and I hope you have stayed with it to here.

You should be able to handle the closing and opening of the lid on your laptop.

Open the lid and watch the circles or bubbles then close it gently and wait a few seconds then gently open it again, if they are gone okay, start using your computer. If they are not gone, close the lid wait a few seconds then open the lid.

You may have to do this several times to get the circles to stop.

Com'on ImLost I know you can do this!

@Anak "If you haven't noticed it, it has been painfully obvious for the last 4pages that @ImLost and no offense meant to ImLost that s/he has a very difficult time understanding computers, how they work, and what needs to be done to troubleshoot them when they don't." Excellent as that's the point - I've seen that a lot at the Senior Center I volunteer at.
--- All of your examples are worth investigating just the same.

In a prior post I mentioned that I'd like to get a hands on look at his computer for the same reasons you brought up. I have contacted ImLost by email but we haven't been able to set up a time or how to get together. But if we do, I will post back on what I see. The purpose isn't for me to fix his computer out of the realm of this post: but hopefully on to a road to have a better understanding of what's going on. I believe the computer is recoverable unless it's a lemon. Dell's diagnostics test reported no hardware issues.

Cost of bringing to a shop for diag/and-or repair prob not worth it, compared to new cheap one ordered at $380.
Since you don't have data to save please find out what it will cost to do a clean install.
Your Dell Diagnostics has reported no issues. Your WD & Malwarebytes haven't found any infections.
