Start the computer and when the Windows logo appears, press and hold the power button until the computer shuts down. Do this twice and the third time the computer should boot into the Recovery Environment.

Go ahead and follow Ben's suggestion even though I'm asking the following question.

"I shut it down pressing the off button on keybd (?)" Thank you for your answer.
--- Since you are on the desktop, does that mean you cannot use your wireless mouse to click on the Microsoft Windows icon in the lower left corner and view the power icon's choices with your USB mouse?

I sais I did the on/off thing a few tries, nothing, goes to desktop.

Cannot view power icons bottom left, wild cursor justlets them flash for an instant.

Pressed the bios setup box. Get settings menu of stuff at left. Secure boot listed, fast is not. Cant get anything to move with cursor, tab, or arrows. Box at bottom says "restore settings", looks like iy might be highlighted enough so pressing enter might do something.

The idea is to interrupt Windows twice before it fully loads. The third time let it boot up uninterrupted.

Yes, you have to force it to turn off while windows is loading. The correct time to do this is when you see the logo in the centre a black screen with the spinning dots at the bottom of the screen. Press and hold the power button to interrupt the start up twice in a row and on the third start up it will boot to the repair mode that let's you get to the advanced start up pages.

Pess the on button......black screen, "dell".....spinning dots appear......press and hold the button to turn it off.....did that twice.....third time I press it on, I leave it alone......and watch it go to desktop, same as I've done a few times.

***EDIT*** - says autorepair could not repair your pc. Press advanced options to try other options to repair your pc or "shut down" to turn off your pc.

Can you get into Bree’s UEFI screenshot?

If so, arrow down to BIOS Setup and press Enter
Then you’ll be able to disable FastBoot & Secure Boot
Unfortunately I don’t have UEFI BIOS so someone else will have to help you on where to find those settings in order to disable them.
Here you are. Set FastBoot to 'Thorough' and you can turn off secure boot on the 'Secure Boot Enable' page.

At this point, select 'Advanced options'. Then choose 'Troubleshoot', then 'Advanced options' then click on 'See more recovery options' at the bottom of the screen. Here you'll find the 'Start-up Settings' page, where you should click the Restart button. The PC will restart and give you a series of options numbered 1 - 9. Press '4' to start up in Safe Mode.
