The issue of sometimes being at the log-in screen to enter a password and sometimes bypassing the log-in screen and booting directly into Windows is problematic.
You already have instructions of how to get into Safe Mode: that was based at being at the log-in screen in which a password is being requested.
If you can get into Windows you could get into Safe Mode but since everything "jumps around" it doesn't sound to me like you can get into Advanced Options but I can't tell.
As far as I can recall, you have checked for infections and there weren't any.
Let's determine how you did a fresh install.
--- I suspect it wasn't a clean install.
--- You have lost all of your data, so trying to save your data isn't an issue
--- Do you have applications you want to keep such as Microsoft applications and/or 3rd party applications?
Bottom line is a clean install is on the horizon.
