"I mentioned a couple of times that I did the fresh install."
--- I don't know if you mean a clean install: that's the option to go for.
--- If you have already tried a clean install, please let us know what process you used.
The issue of sometimes being at the log-in screen to enter a password and sometimes bypassing the log-in screen and booting directly into Windows is problematic.
You already have instructions of how to get into Safe Mode: that was based at being at the log-in screen in which a password is being requested.
If you can get into Windows you could get into Safe Mode but since everything "jumps around" it doesn't sound to me like you can get into Advanced Options but I can't tell.
As far as I can recall, you have checked for infections and there weren't any.

Let's determine how you did a fresh install.
    --- I suspect it wasn't a clean install.
--- You have lost all of your data, so trying to save your data isn't an issue
--- Do you have applications you want to keep such as Microsoft applications and/or 3rd party applications?

Bottom line is a clean install is on the horizon.

No, when I can somehow get to the touchpad setting, it bounces back and forth on/off by it self. I unplug the tiny usb mouse stick, and IF the mouse was visible, it disappears, trying touch pad does nothing.

This is too much, time to admit defeat/call it a lemon/figure there is some wicked infection, etc?

The install I did I went to "reset this pc"

Things are going so crazy, I probably cannot go and do certain things
I said there is no password login screen. No one has gave me a way to get into "safe mode". Caan I get there after that f12 screen on one of the 2 bios boxes?

So to get to those "advanced options" I have to get into "safe"?

Looks like things have about run their course.

    To get into safe mode:

Start with the computer completely shutdown.
    Press the Power button.
Immediately, start pressing the F8 key once a second until the Advanced Boot Menu appears. ...
Press the Up Arrow or Down Arrow key to highlight Safe Mode with Networking, then press Enter.

Did you just press it once, or did you keep pressing it repeatedly?

Win10 boots too fast to use the F8 key. Use shift + restart to get to advanced startup options or open msconfig and check the box for safemode in the boot tab, you will have to reset by removing the check before next boot.
