It's a gateway updater does the XML file exist? It will run as a scheduled task so you can kill it there

You can identify the file that is running by looking in Task manager's Processes list.
Right-click on one of the existing column headers & select Command line,
then find the Windows command processor entry in Task manager's list, expand the entry if it has a dropdown arrow next to its name,
then read the full path and name of the file that is running.

Open File explorer and check whether or not the path & the file exist.

The path will also give you a hint about where to look in Task scheduler.
    Open Task scheduler,
click on the dropdown arrow next to Task scheduler library,
look for a subsection that matches the path [probably Packard Bell],
look in that subsection for a task that runs the file concerned,
see what you can learn about it [including its purpose] from looking through its properties,
    right-click on the task,
    Disable.

Now you will be free of the interruption but I would urge you to check in support & in user forums for the source of that task [presumably Packard Bell] to find out what the task was supposed to do & whether or not there are any adverse consequences from disabling it.

    Best of luck,
    Denis

Or, you can use NirSoft's free and excellent TaskSchedulerView to find the task by searching on the folder specification that shows up in the cmd.exe errors. I did something similar myself back in 2016 as documented in this blog post "TaskSchedulerView IDs Cmd.exe popups"

    Hi, how r u,

If you look at Ed's blog [using the corrected link] you will see that his unexpected cmd window looks the same as yours. He identified his as being caused by one of those third-party driver update utilities [Slimware] so yours might be as well.

    Best of luck,
    Denis

Press the Windows and "R" keys simultaneously, type "control appwiz.cpl" into the "Run" box and click "OK". Don't forget the period between "appwiz" and "cpl". When the programs app opens, see if you have a driver setup utility installed. If so, uninstall it.

Thanks for the replies everyone. Looks like it was a driver update utility by acer(or packard bell according to the cmd window). I found a fix here Command prompt window appears out of nowhere then suddenly disappears. - Microsoft Community in case someone with an acer pc has the same problem. Uninstalling the driver update program and deleting a leftover folder did the trick

    I'm fine thanks,

The driver updater you removed might not have been from either acer or Packard bell - the driver updater put some of its garbage in their programdata folders but that does not mean that they were its source. Most of these updaters come from third parties.

    About updating hardware drivers -
    - Some hardware, including whole computers, comes with a hardware maker's utility that checks for & probably downloads then installs new drivers.
    - Some people let Windows update their hardware drivers but I do not [they issued some ridiculous printer updates a couple of years ago so I stopped believing them]
    - Some people let a third-party utility update their hardware drivers but I do not [I have never tried one & I have seen several highly competent users caution against their use]
    - Your computer maker, Acer, will produce updated drivers for its hardware [and Bios, which has a significant effect on hardware behaviour] for a {probably undefined} support period. You'll find them somewhere within its support site.
    - The maker of any other hardware, such as a printer-scanner, will also produce updated drivers for its hardware for a {probably undefined} support period. You'll find them somewhere within its support site.
    - If the hardware maker is no longer producing driver updates then you can stick with what you have
    - or experiment with other drivers from them or from elsewhere [such as the drivers included with Windows or in the MS update catalog]
    - but you might find that the hardware's behaviour changes for the worse and that there is no solution other than workarounds suggested by other users of the same hardware in their user forums

    Best of luck,
    Denis
