I'm the administrator. How to fix this?

I'm working on an issue with my PC & need to open the Device Manage to check hardware. I keep getting this "An administrator has blocked you from running this app" error.

Huh? I'm the administrator. How to fix this?

Right click run as administrator. When running device manager vs left click🤣.

You should be able to open Device Manager signed in with you admin account. Even a standard user should be able to run it, albeit with a message that you can 'look but not touch'.

A group policy could have been applied, but if this is Home as described in your specs then you don't have the group policy editor to be able to find out. Have you used any tweaking tools that may have inadvertently blocked it? What are the issues you are trying to solve? They may hold a clue.

As a first step, I would create a new local administrator account. Sign in with that and see if you can open Device Manager.

The My PC desktop icon doesn't offer "run as administrator", just "Open, Pin To Start, Properties, & of course Manage".

Try opening Device Manager directly. Click on Start, type device manager and click on it in the list of search results.

It's my wife's PC & is Windows Home. Her PC is slow. I found the antivirus hadn't scanned for some time. Fixed that. She has a hard drive that won't initialize. I turn it off for the time being as she never uses it for extra space. Her account says "Bit Locker is off. Should it be on?

Open Control Panel Right click Device Manager > Run as Administrator.

That doesn't work but at least there is the Run as Administrator option. Get the same error.

No. Bitlocker is only available in Pro and above. You shouldn't even see it mentioned in Home. Where in her account did you see this?
