No. Bitlocker is only available in Pro and above. You shouldn't even see it mentioned in Home. Where in her account did you see this?
It might mean to upgrade to Pro to activate it. I didn't try.

Could all of this be a clash between PC Matic & Window Defender?

Try opening Device Manager directly. Click on Start, type device manager and click on it in the list of search results.
    No. Same results.
OK, the most basic possible way to open Device Manager is from Powershell or a Command Prompt.
    Type the command devmgmt.msc

If that fails too, see if any others also fail, such as compmgmt.msc, services.msc, diskmgmt.msc and eventvwr.msc

That doesn't work but at least there is the Run as Administrator option. Get the same error.

I find at times there's confusion over the meaning of "Administrator" Are you actually signed into a local "Administrator" account or are you the "Manager" of a Local account; there's a big difference. It appears to me that you may be signed into a local user account? Check "Users" and make sure it says Local Administrator password protected.

I ran the Command Prompt as an administrator & that opened it.

    One other suggestion then,

    Windows key + R
    Window pops up enter

    Devmgmt.msc

That should allow the device mgr to open.

    Unfortunately on iPhone at moment.

Good. At least that rules out Device Manager being corrupt. Actually, you should be able to open it from an ordinary Command Prompt too.

For now you can use Device Manager to look into your issues. I'll research what group policies or registry tweaks may have disabled you from running it normally. You never answered my question, have you used any 'tweakers' like Winaero on this PC?

I got the "Disc Drives" to recognize E-drive by "scan for new hardware" but it doesn't read the drive. Need to get to disc manager.

PC Matic is designed for both Pro and Home. They should have omitted reporting the Bitlocker status when installed on Home as it is of no relevance to you. Poor software design.

PC Matic may well be what's blocking you from opening Device Manager...
PC Matic uses a white list that identifies the good programs that you might want to run on your computer. There's a small chance that PC Matic might block a good program that you want to run...
