    You have added EAGLE\Test authority (probably through explorer) - I don't think that matters as it is just added.

    You don't have the Windows.edb and that does. I don't know why it isn't created but am fairly sure it is the issue.

    Repair install fixed it


    Well thanks to all for all your assistance. And for any other poor bugger suffering from Microcrap a repair install fixed my issue .

    Next step: secure your system by creating a base disk image of Windows using e.g. Macrium Reflect (free) + external storage. Maintain your disk image set by periodic differential (smaller, faster) images. Even helps if your disk fails (new disk). + is a full backup from which you can copy files.

    I keep a simple text log of changes- if something goes wrong I have a good chance of
    a. restoring an image
    b. identifying what I did or what was installed that caused the problem

    Enable System Restore (must be done after each upgrade if you want it).

    Only problem- problems you find but don't know when they started.

    So now you need to watch out for the problem recurring- e.g. could happen following an update.. or installation..
    And if you haven't for a while, check your disk.

    I use Casper daily backup normally but this is a very new system and hadnt got that far yet . Oh and for clarity for anyone else.


    • I downloaded the Microsoft Media Creation tool
    • I tried the Upgrade option from this and that failed saying it could not do this on my system
    • I then built a USB drive from the tool
    • With USB in the system I ran the setup.exe and did an in place install and repair keeping all user files and settings

    I don't know what Casper does but disk imaging backs up the used part of the disk or partitions you select.
    Thus if your disk fails or your PC is unbootable etc etc you can restore the partitions to a previous saved state.

    An in-place upgrade repair is started by
    a. booting normally
    b. running setup.exe from the mounted iso or boot medium
    c. the iso/boot medium must be the same build and base language and x32 or x64 as appropriate
    (if a later build, it will be an upgrade, not a repair).

    Since this is just about 2 weeks old, I'll hop in and say I had the exact same issue, went through all the stuff commented on here, and finally fixed it with the repair tool just like plugs did. Thank you all it helps people out there
