Display cycles between red green and black

I have a generic pnp monitor running with the most recent windows 10 update, build 1803 installed with the option in the power settings set to turn off the monitor in 10 minutes. However instead of turning it off I get a full screen which cycles from red to green to black. When I hit any key it returns to my desktop and all other computer functions return to normal.
Could you please help me to correct this issue.
    Thank you
    Jeff

Not sure but it sounds like you have a timeout set on the actual monitor, I've seen this sort of thing before, mostly with older CRT monitors, but could be on LCD/LED units too. The system is/was designed to save screen burn in and used the three phases to protect whilst informing the user that the screen was still live.

You may find a section in the OSD controls for the monitor that will allow you to enable/disable the option, or even fine tune the delay before option and other parameters. it looks like the feature is set to activate before the Windows saver so you do not see the windows one
