Blue spinning circle on desktop with all programs closed

I have a Windows 10 64 bit PC that has the blue spinning circle, the "working" circle if you will, spinning while all programs are closed. This Desktop is quite old but I keep it awfully clean and it serves me well.
I of course thought a virus/worm/script but I have scanned with multiple scanners including Malwarebytes, Avast, HerdProtect, and Housecall online and they have all found nothing.

Just before this behavior started I downloaded the Epic browser and began using it. But even while it is closed the spinning circle continues. It spins constantly.

I do have some programs running in the background constantly like Malwarebytes and a PLEX server, but that has always been the case.

I have never seen this behavior before. I Googled it but havent found anything definitive. Anybody ever experience this?

It is called "Clocking". It is when a background process is eating up CPU cycles. Download SysInternals Process Explorer from microsoft.com to see what is going on.
