Actually on my Dell Inspirion laptop (Win 10) system Win+D does work with the "D" is enter when the Caps Lock is on. It does not work when the Win+D is entered using the Shift key to enter the "D". But, to minimize confusion just use <Win>+<d>.

It's Win+M that minimizes all open folders and programs at once bringing you to desktop.
Windows+m worked thanks, no more icons are flashing !!!

But then Ctrl + d or D [caps lock On] is used in Internet Browsers to Bookmark a URL/Address.

There also is a difference between Maximizing a window and using Full Screen. Full Screen uses the F11 key to hide parts of a window such as Toolbars or press again and it toggles back to normal view.

Mine is 17.134, friend said his icons doen't flash when pressing win+d, i don't know his build.
... yes i consider, that as a bug, why would you want your icons flash, it is very unpleasant for my eyes.
I have two machines on 1803, build 17134,167. The icons don't flash with WinKey+d. A third test machine is currently running 1709. The icons do flash. Running 17134.165 on the same test machine they flash. Updated to 17134.167 they still flash.

There are only two possible explanations I can think of for why this one particular machine has this behaviour. It's possibly down to differing video hardware/drivers, but more likely to be because this machine is running the 32-bit version of Windows while the others are running 64-bit Windows.

What is considered flashing in the question may be what a lot of us are seeing, simply a refreshing of the screen. The screen is not static like a picture hung on the wall but is dynamic, is always being refreshed/redrawn. It's sometimes seen and sometimes too fast to be noticed. As long as the programs/windows I have open don't do it I just ignore it. The Taskbar could be hidden until mouse-over if it is too distracting just as Maximizing the window in use would help, obscures the desktop.
