All icons in windows 10 64 bit messed up

Hi, I am having quite a problem, my icons are all messed up suddenly, on desktop as well as in explorer. My shortcuts are fine, but any other files look normal but in front of them is a blank white "paper", smaller than actual icon so icon shows from behind. In my explorer, everything shows as just a blank white paper. I have tried all of the steps you have given, and am logged into command prompt as administrator, but when I get to next to last step, it says access not allowed. So I can't perform the next to final step? I am struggling here something awful!!

I followed this, however when I get to username appdata local: I have no iconcache file anywhere?

"Rebuilding the icon cache will not help with the following icon issues:

    • The icon of a shortcut not displaying properly due to the target source of the shortcut was moved or deleted. You may need to recreate a new shortcut directly from the source (ex: program's exe) file to replace it instead.
    • All icons for a specific file extension display the wrong icon. This may be due to setting the wrong association for what app to open the file type instead. If so, restoring the default association of the file extension will fix this issue.
    • Thumbnails of folders, pictures, videos, and documents."

You only need to look at the first part that Brink posted in his tutorial.

I am doing this now, downloading and using the Rebuild_Icon_Cache.bat utility. I will let you know how it goes. Thank you so much for replying and assisting me! You have no idea how much it is appreciated!

Ugh!!!!! It didn't work. Now my computer is slowwww. It took forever to boot, then when I right clicked on anything to see properties, it was literally over a minute between clicking and opening. It has never been slow before. So things are worse now

Something else is causing it, not rebuilding the icon cache. You can do a non-destructive reset.

Would that be by using the MediaCreationTool1803.exe?

Start by checking your disk. No use building a house on sand.
Hard disk sentinel (trial) - very good. Crystal diskinfo, Health & Error scan tabs.

You could try System Restore, as you say this happened 'suddenly'. Is there any history- something that changed or that you did that may have led to this?
You will only have restore points if your enabled S. Restore after any last upgrade.

You could try an in-place upgrade repair install - which keeps all progs and data and most settings.
First would need to know your Windows build e.g. 1709, 1803...
    Windows key + R, winver
    - to ensure you get the correct ISO

Open an elevated command prompt and type the following command:

    sfc /scannow

Simple command but fixes a lot of stuff.
