Yesterday i reintalled my windows 10,but when i got in desktop i couldn t acces anything,This PC,Control Pannel,nothing.Today i opened my PC and now they dont even appear.I type ,,This PC,, or ,,Control Panel,, in start menu and nothing shows up.I cand find anything on internet and i am really desperate.Thank you.
Hi, which Windows build have you installed? If 1803 (the current one) you could be experiencing one of the bugs.
If you are seeing a black screen, there are posts here relating to that. I don't use build 1803 personally.
What exactly are you seeing when you try to boot?
Example: I searched the forum for 1803 black screen:
If you did install build 1803, did you choose to accept updates during the installation?
And did you follow this procedure (or are you familiar with clean installs)?

I dont see a black screen,it boots up normally.That is not my problem.I dont see control panel or this pc.Yesterday they were there,in start menu,but they didnt have the default icon.Yeah,i have 1803 and I dont want to do a clean install because i have everything in E: ...I want to reinstall windows again,i have it on a stick but i cant access it because i cant access This PC.This is really weird...

It's fine to have data on a different partition- indeed we recommend it.
But do you perhaps mean you had relocated folders to that partition or drive, and then done a clean install?
You also say Cortana search doesn't work.
You may be able to fix this (a user had this problem recently) by resetting the indexed locations to default.

Minor points:
The Control Panel and This PC do not normally appear on the Start Menu - do you mean you had added these after installing Win 10?

You can add one thus:
