I am in the boot menu and it says no bootable device. Maybe I downloaded the wrong Windows 8?

The default download folder is "Downloads" on the left side of File Explorer. Look for "MedaCreationTool1803.exe" and double-click it.

The idea is to download and run the tool on the computer you are using now. You will be prompted for the USB stick. Please be advised the everything on the stick will be erased.

The tool is to be downloaded and run on a computer other than the one with the problem.

i think problem is that media creation tool makes "iso mode" of usb bootable and he has older laptop that doesnt recognize usb as bootable if its made like that... i had same issue with my old computer and only thing that fixes issue is that you must download windows iso file from microsoft separately and use rufus program for making bootable usb and instead iso mode put "DD mode" and make bootable.. and then repeat previous process putting usb as first bootable device and all that
