    White Title Bar and Banner Unclickable


    Computer: Dell OptiPlex 3050
    Dual Monitor Setup.

    At random, my title bar and a select area underneath it turn white. When I try to click on anything that would be there, I click on whatever is behind it, as if it isn't there. The issue is more likely to occur on the primary monitor, even though they're the same model, and appears to only affect windows that have been maximized. If I un-maximize the window, the glitch disappears, however, it will return upon maximization. This problem will persist until the computer is restarted. It will work fine for a bit and eventually start up again.

    I've tried updating all of the drivers (including the BIOS) as well as removing the Display Adapter and Monitor Drivers. Alas, the problem persists.

    You might try

    Windows Key + CRTL + Shift + B

    which restarts your graphic driver.

    When you reinstalled driver did you eliminate all old drivers with DDU? (Majorgeeks)

    I might also just do an inplace repair / upgrade. This will upgrade you to V1803 if you are not on this version. I always recommend a full data backup even though the process is supposed to be non-destructive.

    That shortcut appears to temporarily fix the issue without the user having to close all of their applications and restart their computer, so now I'm near certain that it's the graphic driver. I will attempt to use DDU and force the generic windows 10 graphic driver and see if that clears the issue.

    I removed the existing drivers using DDU and forced the generic Win10 display adapter driver. However, this only allowed for 1 monitor to get display in the dual monitor setup, and so wasn't an option. I went onto Dell Support and downloaded the oldest existing video driver (as the user said that this used to not happen) and installed it.

    The issue continues to have an effect, however, and so my next attempt will be an in-place repair / upgrade.
