Svchost.exe mass suspending and OS degredation

Sorry in advance for the long post, this is a very strange issue.

For a couple weeks now, I have been having issues with my operating system becoming unstable after a couple of hours of use. Mainly explorer.exe. My taskbar becomes unusable after a bit; I can't open anything on my taskbar or start menu, it animated the button clicks but nothing happens.

When I restart explorer.exe(with or without admin rights) my taskbar will only load the base elements and no third party elements will show and my desktop is blank with no wallpaper. The desktop and taskbar are also completely frozen after restarting the process; indicated by the loading symbol on the cursor.

Another thing I noticed while all this happens is when I open task manager(or a third-party process manager) I can see, over time, that more and more svchost processes become suspended. I believe this may be either a cause or at least a connected issue.

I saw that it could possible by malware that caused these processes to become suspended, but I ran a full system scan with Norton security suite, Malwarebytes, and spybot s&d and they all came up empty.

I did find a temporary fix which may have been a fluke(I haven't done much testing) but when I opened procexp64.exe(an extensive third-party task manager) with admin rights immediately after restarting, the issue never happened the entire time my system was active without rebooting.

Also restarting my system take a painfully long time to restart(around 5 to 10 minutes), but I don't know if this is connected or not.

Hi simrick, thank you for the response.
I ran ADWcleaner and it didn't show anything crucial; just old registry keys to remove.
My disk health was Good and there were no errors shown when running each command.
I also disabled fast startup. I didn't really notice any decrease or increase in startup time.
Here is my Windows version . It probably wouldn't be a bad idea to update, though I am hesitant which is why I disabled them in the first place.

The issue still persists. There is an important bit of info I missed in the OP. After a couple minutes of the system running, I am unable to open ANY program that requires or deals with andimistrative priveleges. When I do try to it gives me this same error but obviously the path is different. I am still able to open procexp64.exe without admin rights.

This is another reason why I think it could be some form of malware, however, nothing detects it.

If I open procexp64.exe with admin rights as soon as possible, the running OS does not degrade.

Yes, I did clean them.AdwCleaner[S00].txt
They are all potentially unwanted. Speedbit I had just uninstalled and didn't restart yet. Everything else in there I identified as having no relation.

I created a new user account with admin rights. When I logged on to it, everything seemed fine. I restarted a couple times and nothing bad seemed to happen. I even first logged into my main account and still no issues.

It's been over a day now without problems. I have no idea why. I did have another local admin account I created a long time ago, to test another issue, which I deleted before created this new aco****. I don't see how deleting that account could have anything to do with it as I haven't logged onto it in ages.

But anyways, everything seems to be fine, at least for now.
I will keep testing and in at least a couple days, if no issues still arise, I will mark this as solved.

Possibly? Though I'm pretty sure I was still experiencing the problem even after I turned it off.
But I did turn it back on, I think after realizing it was "fixed."
