    custom scaling level.

Under set a custom scaling level.
How can switch between 29 an 49 with one keystroke?

I know that the user has to sign out and then sign back in again for the changes for the changes to take effect.

Besides that how can I set it up with one keystroke?

Someone in a very similar thread on this topic suggested using this:
Windows 10 DPI blurry / fuzzy text font fix - XP Explorer

(I don't understand the numbers you quote I'm afraid- too low to be dpi).

If the program takes parameters (the dpi setting) then that's relatively easy. (Think command line syntax)
There's the question of whether it allows any number, or only fixed settings. If only fixed, then you'd need to consider a registry based option.

If not, in principle you could probably write a couple of small Autohotkey scripts which launch that program, enter the DPI setting.

Compile the script and assign a hotkey.

    Repeat for the other setting.

That's just outline of course. Autohotkey has extensive help and a support forum.

First try that program and see if it's any use.

Otherwise you may be able to create a mergeable .reg file, have that merged by pressing a hot key. Perhaps crashing explorer would bring the setting into effect.
    E.g.
Set DPI through group policy (GPO) to make it work with RES ONE Workspace Zero Profile - Workspace Guru
    - you'd need to check the registry key is correct.

The first seems the more straightforward.

For reference - and note carefully the various references to changes after different builds

    - note your screenshot appears to come from an old build of Win 10.
