Black login screen + fast startup

After starting up my pc the first thing that I see is the image and date, so after pressing enter i should get the login screen but in my case i get a black screen and after 2-3 seconds back at the first screen. Pressing enter again get me the same resoults few times, sometimes it shows mouse with loading, sometimes nothing, sometimes the first screen gets back after few minutes. But it always puts me back at the first screen.
This shoud be solved easy by entering recovery options but to make things even worse my fast startup is on and I cant enter anything. I tryed 3 hard shutdowns and I get a black screen.
Shift + Restart cant be done cuz there is no restart at the black login screen.
Things like win + P is working but I dont have second monitor to try that out.
I tryed typing pin blind on the black login screen but nothing
I have been searching google for the past 3 hours and nothing silimiar I have found
Thank you if you guys can help

Click Settings → Update & Security → Recovery. If you click the "Restart now" button after that, Windows will immediately restart your machine. When it comes back up, you'll have all kinds of options, including access the BIOS or UEFI. This will get you to the boot menu. DON'T use this until you're ready to restart your PC. I just walked through it to document it for you here, and ended up restarting my machine, even though I didn't want to. Sigh. Why does self-inflicted injury hurt the most?

To sumerize it: Cant login, cant recovery, cant boot.

I was explaining how to enter the boot when fast startup was enabled. I was not responding to your first post. So sorry I didn't make that clear. Have you tried booting from a USB drive with recovery/repair capability? Or are you also unable to do that, too. If indeed you can't boot anything, you'll need to enlist the hands-on help of somebody knowledgeable to see if they can get your system to boot in some form or fashion. I had something similar happen to me on a Dell XPS 12 earlier this year, and it turned out that the setup was such that the failed SSD had to be replaced before the system could boot to alternate media. That's why I'm thinking that more expert help may be required if you can't boot to a bootable flash drive or a DVD for repairs.
HTH, and again, sorry for not responding to your entire query earlier.

I didnt try the usb but I will.
Right now I need a second pc to try format HDD or install/repair windows that way. But even HDD detacted from my pc I dont get any image, nothing. But graphic card works cuz with HDD I see pre login screen. I tough that without HDD my pc would be forced to boot in bios or boot win disc, clearly i was wrong.

Did you hold down the power button for 6+ seconds to a full shutdown? Then try to reboot.

I did, I tryed few thing. Holding powerbutton while starting up, twice.. Hard shuting down 3 times.. Trying to hold win key while starting up to cause a stuck key alarm in bios.
It seems that pc boots into recovery but I dont get any image. I can tell that by my led keyboard, its get lid while active. Usually by fast startup its inactive.
The problem now is that I dont get the image. I tryed the integrated graphic card, external..
Graphic card works cuz I get the pre login image

Any luck in getting to or booting from alternate media? If none of that works, you should call in some help. If you can afford a repair shop, see if you can find somebody else who really understands PC hardware, the boot process, and Windows installation.
