Thanks. Give me a day. My wife's decided to re-decorate today. I got junk blocking my desk.

It may be as simple as right clicking the OneDrive icon in the lower right task bar:

Then in the OneDrive settings tab, uncheck "Start OneDrive automatically when I sign into Windows"

If the OneDrive icon isn't in the lower right task bar, start OneDrive from the start menu, and then proceed with what I suggested above. It may or may not stop the OneDrive popup, as I don't sign into a Microsoft account; but it is worth a shot if you didn't completely remove OneDrive using a tutorial.
The Setup box is still appearing, asking for my e-mail. F.Y.I. The Start OneDrive automatically box is STILL unchecked. Unlinking, causes the OneDrive Setup box to pop-up again.

Have you tried to disable OneDrive from Task Manager/Start-up tab and restart?

    Hey werby,
Try using Autoruns to see if you can track down where/why onedrive is starting - Autoruns for Windows - Windows Sysinternals | Microsoft Docs

    1. Download and unzip file
    2. Right click the Autoruns.exe and run as administrator
    3. Check the Logon and Task Scheduler tabs
    4. If you find any onedrive entries, disable them by unchecking the box
    5. Reboot PC

Were you originally having a problem with the Setup box appearing and asking for your e-mail, or were you referring to another pop-up? The reason I ask, is because you mentioned a Microsoft account and I was trying to determine if you are talking about a different pop-up altogether.

Also, you mentioned something about another instance of OneDrive being present on the computer and that is something I don't understand either. Are you referring about access to OneDrive from a Microsoft account or an administrator account? That could be why it appears as a second instance of the program throwing out pop-ups at random.

To me, it seems like two different accounts on the computer are struggling for possession of the program and if you only can be signed into one account; the other account seems like the initiator of the pop-ups.

It seems I recall other threads around the web reporting problems with OneDrive, so report if you ever get this under control please.
