My vote is 'off', but on the grounds that I often want to boot from a usb. Fast Startup, being a form of hibernation and not really a 'cold start', skips the boot choice options on the BIOS screen at power up.
As for speed, well Fast Startup does seem to improve start up times for an HDD 'spinner', but then I rarely shut down my laptop. I close the lid and hibernate when I'm done for the day
Besides, it gets automagically turned ON again, everytime a big update to Windows is issued. I hate that policy. Everytime I update Win10 major version I ended up tweaking some settings from its default values (Replacing cmd.exe by Powershell, Fast Boot enabled, Defragmentation scheduler enabled). Why can MS keep these settings the way we like?

I support more than 20 computers, turn Fast Startup and hibernation Off on all of them and on None has either ever been turned back on after and Update or a major Upgrade. One of the things I check after Upgrades after reading posts like yours but I have never experienced it, just to say.

Yes, major Upgrades like 1709 to 1803 may reset a lot of things like File explorer details view customizations and the like but ...

That might be an explanation, as I use the powercfg.exe -h off command prompt. But I was under the impression that 'eLPuSHeR' preferred both off too. I can't be that lucky to avoid default Fast Startup On, 20X
MrGeek, you are right. I usually turn both off (powercfg -h off).
That would seem conclusive then. It seems that if the upgrade Setup sees a hiberfil.sys it will enable Fast Startup (as it does for me).

My desktops (W10 Pro) do not have Hibernation enabled
On all my PCs I switch Fast Start OFF but every time there is a MAJOR update, like from 1709 to 1803, it gets turned ON on all the machines.

Bree's conclusion is not that Hibernation is enabled or not in Power options by checking or un-checking the option, but that it is removed by the command prompt so that the hiberfil.sys file is not built, at all. That is compiled so as to enable Fast Startup whether you choose to use FS or not. We are speculating that an Upgrade will not turn on Fast Startup if your options window looks like this -
