Tested at my dualboot netbook (mint & win10), both systems hold the same time as RTC. Can you copy output of timedatectl command here? It should look similar to this:
If you change time in Windows, do not set it manually but use Sync Now option in Control Panel. (Sometimes it is necessary to click on it twice.) And in Settings app, Automatic selection of timezone should be Disabled.
(Unfortunately, there is no simple way to install English language pack in Home edition; sorry for different language.)
And if all else fails: you can use 3rd party timesync program, for example

I'll try the Windows thing next time I'm in Windows.
AllanP: timedatectl output is ok, now try to force internet time sync twice in windows control panel. Do not set time manually.
