The only setting I had to change was set time zone automatically to "Off". Also my internet time is set to "time.nist.gov". So far my time on both PC and Laptop is correct. I just didn't have the internet time set. I just had set time automatically. thanks for all your help. I think (hope) this can be marked "Solved".

Hope you sorted it but I have to remind that I mentioned Automatic setting of Time Zone twice before the recent pictures... It seems to me as my effort was a little bit pointless.

Did you try to set timezone manually?

And in Settings app, Automatic selection of timezone should be Disabled.

Back to the drawing board PC is again 7 hours ahead. Went in and changed network time settings to Windows where it was on nist.gov
I'm gonna say to hell with it and just correct it when I need Windows, which isn't that often.

Common causes of time problems: bad TZ config, domain membeship, 3rd party timesync prog. Also check the 2nd option in link posted by Callender.
