    For Windows Update, it is normal for this message to appear when an update requires a restart to finish the install. This is new in 1803, the purpose seems to be to tell you that you have set Active Hours. If you click on the 'view configured update policies' immediately below the message it should tell you that policies for Active Hours start and end times are set. It should only appear when an update is pending a restart. In practice it just seems to confuse users.

    This particular 'managed by your organization...' message will disappear after the restart has installed the pending update.
