Unable to download and install language packs after update to 1803

After an apparently successful update to Version 1803, I've found that my default language has changed to Italian, wheras before it was set to British English. I have added US and GB English to my preferred languages, but I cannot download the relevant language packs (the download just doesn't start), nor can I set a language other than Italian as the default. At one stage I got an error message 0x80096004.

I've seen that language packs can be downloaded from other sources, but they are CAB files/folders containing various other files, and I wouldn't know where to save them or how to set them up. It would be better and easier if I could just get the language packs to download via settings. Can anyone offer some advice?

The Language packs for build 17074 and higher (1803) can be found in the Microsoft Store! Search the language you want to add, install, and voila!
